Only one MP registered a 100% turnout in the last 7 sessions of Rajya Sabha
Seventy-eight percent of Rajya Sabha members attended House debates daily, according to a study conducted by the House Secretariat. Analysis of the presence of MPs in the Upper House of Parliament revealed that AIADMK member SR Balasubramaniam is the most regular member of Rajya Sabha.
The 75-year-old MP participated in the deliberations of all 138 sessions of these 7 sessions, according to the study.
About 30 percent of members were fully present at a session and only less than two percent had no attendance, he revealed.
Five of the members – Ashok Bajpai, DP Vats, Neeraj Shekhar, Vikas Mahatme and Ramkumar Verma – fully participated in six sessions, while seven members – Rakesh Sinha, Sudhanshu Trivedi, Dr Kailash Soni, Naresh Gujral, Vishambar Prasad Nishad , Kumar Ketkar and Amee Yagnik – attended five full sessions.
The very first quantitative analysis of the extent of participation of Members of Parliament in House deliberations was undertaken after President Mr. Venkaiah Naidu investigated the pattern of participation.
Analysis showed that ministers, vice-president, House leader and opposition leader were not required to sign the attendance register, around 225 MPs marked their attendance daily as required the Law on Deputies (salaries and allowances).
The highest daily attendance of 82.57 percent was recorded in the 254th session (last session of the monsoon), while a low of 72.88 percent was recorded in the previous one, a t -it shows.
During this period, 29.14 percent reported full attendance while only 1.90 percent never attended proceedings for various reasons and were granted leave of absence authorized by the House.
The analysis further found that the pandemic had not impacted attendance for the past three sessions. During the 252nd session, the first to be held under the COVID-19 protocol, 99 members, representing 44.19% of the total, attended the proceedings during all ten sessions, while 98 members, representing 46% , did so during the 17 sessions of the 254th Session.
